Agent steps get their instruction in plain language, plus variables from the form or earlier steps. The inspector on the right configures exactly the step that is selected.

Whatever your organisation has decided for a tool applies in workflows exactly as in chat. If a run wants to do something irreversible, it pauses until a person approves.
Runs with the user's own permissions
Actions run through the acting person's own connections instead of an anonymous system account. What someone may not do, their workflow cannot do either.
